Madeira and Northern Portuguese ports establish digital cooperation framework

The port authorities of Madeira and of Douro, Leixões and Viana do Castelo have entered into a cooperation agreement aimed at advancing digital transformation and technological innovation through the exchange of resources and operational expertise. The protocol, concluded for a period of three years, was formalized in Leixões by representatives of APRAM, SA and APDL, SA.

Under the terms of the agreement, both entities will collaborate across a number of strategic areas, including port management systems, information and communication technologies, cybersecurity in port and critical infrastructure environments, and broader technological development initiatives. The arrangement предусматриes the implementation of several digital tools developed by APDL, while Madeira’s port authority will contribute operational data to support further refinement of these systems.

Paula Cabaço, president of APRAM, indicated that the partnership holds strategic importance for the ports of Madeira, strengthening ties with a counterpart similarly engaged in digitalization efforts. She noted that Madeira is expected to benefit from the operational management and safety expertise developed in Leixões, while offering its own experience in cruise port operations as part of the exchange.

João Pedro Neves, chairman of APDL, stated that the agreement represents a step forward in the broader deployment of the 4PORT suite of digital solutions, supporting the ongoing development of tools designed to enhance operational efficiency. He further indicated that the protocol reinforces cooperation between port authorities while contributing to the validation and commercialization of these technological systems.

Among the applications to be introduced are 4Planning, designed for monitoring and coordinating port traffic, 4Watch, intended for use in operational control centres, and LiveMap, which provides real-time visualization of maritime activity. These systems form part of a wider effort to modernize port operations through data-driven management and improved situational awareness.

For APRAM, the agreement represents an annual investment of approximately EUR 18,000 and aligns with the regional government’s strategy to modernize port infrastructure. The initiative is linked to broader objectives that include digitalization, energy transition and the enhancement of operational efficiency across Madeira’s ports.

The cooperation is intended to contribute to the development of more sustainable and resilient port systems, capable of responding to evolving logistical demands and environmental considerations in line with international maritime standards.

During the visit to Leixões, the Madeira delegation, accompanied by senior operational and technical personnel, reviewed ongoing digitalization projects at the port, forming part of a structured exchange of practices between the two authorities.
