UAE opens multiple-entry permits for cruise passengers and crew

The United Arab Emirates, via its Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), has introduced a novel multiple-entry visa scheme specifically for cruise ship crew and passengers. This measure marks the first time such a visa has been tailored for the maritime travel sector in the UAE, streamlining shore leave, vessel turnarounds, and transit entry for cruise lines. Under the new rules, foreigners arriving by cruise ship may secure a multiple-entry visa for a temporary period, provided their travel itinerary is submitted in advance and a licensed tourism or shipping entity serves as guarantor. 

Most winter cruise vessels in the Arabian Gulf homeport in Dubai and Abu Dhabi, serving nearly one million passengers a season. The visa reform aims to reduce administrative friction for crew—many on short contracts—and simplify entry logistics during port rotations or transit calls. 

Major General Suhail Saeed Al Khaili, Director General of ICP, has framed the update as aligned with the UAE’s ambitions in economic diversification and global mobility, positioning the nation more favorably against cruise hubs in the Mediterranean and Caribbean. 

In addition to the cruise-oriented visa, ICP’s regulatory amendments introduce three other visit visa categories covering artificial intelligence, entertainment, and events, further broadening the UAE’s entry architecture. 

By easing crew rotations and simplifying passenger transit, the UAE intends to deepen its role in global cruise itineraries and reinforce its image as a maritime gateway in the Gulf.
