Tokyo reopens Harumi Passenger Ship Terminal after major reconstruction

Tokyo has formally reopened the Harumi Passenger Ship Terminal, reaffirming its position as one of the capital’s key maritime gateways for cruise operations.

Following an extensive redevelopment project that included the construction of a new vehicle waiting area, the terminal resumed full operations with its first post-renovation cruise call on November 1st, 2025.

The reopening ceremony coincided with the arrival of the Australian expedition vessel Coral Geographer. A recorded address from Governor Yuriko Koike emphasized the city’s intention to once again welcome international cruise ships and foster renewed maritime activity through the revitalized terminal.

Although Harumi had resumed limited service for smaller and medium-sized vessels earlier in June 2025, the addition of new infrastructure now brings the facility to full operational readiness. In conjunction with the Tokyo International Cruise Terminal located in Kōtō Ward, the port’s two-terminal configuration will enhance scheduling flexibility, streamline vessel movements, and accommodate anticipated growth in cruise traffic.

Due to its position inland of the Rainbow Bridge—which limits air draft clearance to 52 meters—the Harumi terminal will primarily cater to small and mid-sized vessels under the revised port strategy. Larger ships will be directed to the Tokyo International Cruise Terminal, allowing for optimized use of both facilities and reducing berth congestion during peak cruise seasons.

The reopening marks a significant milestone in Tokyo’s maritime development plan, reinforcing the city’s role as a premier cruise destination in East Asia and ensuring the continued integration of cruise tourism into its broader waterfront revitalization initiatives.
