The Freedom of the Seas deck plan includes 2012 staterooms for 4024 passengers (maximum capacity 4829), served by 1360 crew. The ship has 15 decks (14 passenger-accessible, 9 with cabins), 22 lounges and bars, 3 swimming pools, 7 outdoor Jacuzzis (2 cantilevered), and 14 elevators.
Freedom OTS deck plan changes – 2020 refurbishment review
The 2020 drydock refurbishment (January 12 – March 7), a USD 116 million "Royal Amplified" project, brought the following deck plan changes:
- (Deck 2) Conference Center replaced with 25 Inside cabins
- (Deck 3) Arcadia Theatre renamed "Royal Theater"
- (Deck 3) Leonardo Dining Room renamed "Main Dining Room"
- (Deck 3) On Air Club replaced with 12 Inside cabins
- (Deck 4) SABOR (Mexican restaurant) replaced by "Izumi Hibachi and Sushi" (Japanese restaurant)
- (Deck 4) Focus (photo gallery) redesigned into "Playmakers Sports Bar and Arcade"
- (Deck 4) Isaak Dining Room renamed "Main Dining Room"
- (Deck 6) Loyalty Desk replaced with 4 Inside cabins; aft VS-Suite (4-Bedroom Presidential Family Suite, cabin 6714) replaced with 4 Balcony cabins
- (Deck 13) New water slides "Cyclone" and "Typhoon" (Perfect Storm aqua park) added next to the FlowRider surfing simulator
- (Deck 12 aft) "Splashaway Bay" kids aqua park added, replacing the Outdoor Youth Area
- (Deck 11) Pool areas upgraded with more shaded seating, daybeds, hammocks, swing seats, casitas (small wooden cabins); Solarium (adults-only) fully renewed
All staterooms were renovated, and many venues redesigned.
New facilities added after the refit include:
- "The Blaster" aqua coaster (244 m / 800 ft, longest at sea 2-person raft slide)
- "Riptide" headfirst mat racing waterslide with transparent tube
- "To Dry For" blow-dry bar offering hairstyling and champagne/wine by the glass

- Johnny Rockets Express
- Playmakers Sports Bar and Arcade (with "Owner's Box" VIP room)

- The Observatorium (Royal Escape Room)
- Battle for Planet Z (laser tag at Studio B, themed "Clash for the Crystal City")
- Redesigned Mini-Golf Course and Chops Grille (steakhouse)
- Upgraded Adventure Ocean (youth complex) and Social033 Hangout (formerly The Living Room teen club)
Freedom OTS refurbishment – 2015 review
Deck plan changes from the January 2015 drydock included:
- All staterooms renovated
- Cupcake Cupboard bakery added (Promenade Deck 5)
- "DreamWorks Experience" entertainment program introduced
- RCI Nursery added (Deck 12)
- 3D Cinema added (Deck 2)
- (Decks 3 & 4) "The Crypt" nightclub replaced by new Inside cabins (Deck 3) and Sabor Mexican restaurant (Deck 4)
- (Deck 11) Outdoor movie screen (poolside theatre) installed
- Vintages wine bar upgraded
- BRITTO Art Gallery added (Promenade Deck 5)
- R-Bar (1960s-themed lounge) added (Promenade Deck 5)
- New restaurants: Giovanni’s Italian Kitchen (Deck 11) and Sabor Modern Mexican (Deck 4)
A cluster of 44 new Spa cabins was added on Deck 12 forward, in categories Q-Interior, Spa Oceanview (PF-Family Panoramic, P1-Larger, P2-Panoramic), and E3-Spa Balcony.
